Know the ticket
The tickets are printed with numbers starting from 100,000, each bearing an alphabetic code. The numbers are preceded by a code consisting of two alphabets, of which the first letter representing the name of the lottery scheme and the second letter representing the series. For example, in a ticket bearing the No. AB-123456, the letter A - represents Akshaya and B - represents the series.

How it works
Now let’s see how the draw procedure works. Seven drums in seven colours are used for the draw. The first drum represents the ticket Series for the draw and the rest represent Numbers from ‘lakhs’ place to ‘ones’ (units) place. A closed purse containing tokens with series code for that particular draw is then put inside the first drum. Then comes the second drum, which represents the lakhs place. Consider, for example, three lakh tickets have been printed in each particular series for a draw. Then the second drum is placed with a closed purse containing tokens numbering from 1 to 3, representing the lakhs place. All other drums are filled with purses containing token numbering from 0 to 9. Now the drums are ready for the draw. The supervising panel is given a list containing the sold and unsold numbers.

Draw Procedure
Once the drums have been set up with tokens inside it, a handle attached with the drum is swiftly rotated so that the tokens inside the purse mix with each other. The Chairman of the supervising panel then takes a token from the first drum, which is the first place winning series. This token is exhibited for the public and the series code is written on the board, facing the stage. This procedure is then followed for each drum to get a number from each one. The numbers are written on the right side of the series code, one after another. Once the numbers from all the drums are written, we get an alphabetic code with two alphabets and six numbers. This number is declared as the winning number. Here the department proudly presents a unique feature carried over from the very beginning. If a prize goes to an unsold ticket kept under the custody of the department, the same will be detected at real-time by verification with the list of unsold tickets and the draw for that particular prize will be repeated till the prize goes to a sold ticket. The department officials present at the venue enters this number in their register as the winning number. After a few draws by the panelists, public are invited to participate in the draw procedure, to find out the remaining winning numbers. 

Claiming prizes
The prize-winner of a lottery shall surrender the prize-winning ticket within 30 days of the draw with all necessary documents. Prizes up to Rs. 1 Lakh may be claimed from the District Lottery Offices concerned. Prize winning tickets above Rs.1 Lakh shall be surrendered before the Director of State Lotteries after  affixing the signature, name and address of the prize winner on the back side of the tickets with the following documents.** 
1.    A claim application along with a Photostat copy of both sides of the signed ticket, self attested.
2.    Two Passport size photographs of the prize-winner duly attested by a Gazetted Officer/Notary
3.    A receipt for the prize money in the prescribed form affixing a revenue stamp worth Rs.1/- with full address of the prize-winner.
4.    If the prize winner is a minor, Guardianship certificate from a competent authority. 
5.    In case of joint claims, one of the prize-winners should be authorized to receive the prize money and a ‘Joint Declaration’ in stamp paper worth Rs. 50/- should be executed
6.     Self attested copy of the PAN Card

Prize amount can also be claimed through Nationalised, Scheduled or Co-Operative banks. The prize winning ticket should be surrendered to the bank with all the above documents, if necessary. The bank should submit the claim to the Director of State Lotteries with the following certificates: 

1.     The letter of Authorisation from the prize-winner 
2.     The certificate from the receiving bank
3.     The certificate from the collecting bank 
** Prize winning tickets above Rs.1 Lakh and upto Rs.20 Lakhs shall be passed for payment by the Deputy Director(Prize) and that above Rs.20 lakhs by the Director.

How can one obtain an agency?

The Department of Lotteries has a wide distribution network consisting of more than 18000 agents and above 1,50,000 retailers. The guidelines for starting an agency or becoming an agent are very simple and that too without any substantial investment. This has helped many an unskilled personnel find daily income for their family. Any Indian who is above the age of 18 can become a Kerala State Lotteries Agent. A person who applies in the prescribed form along with the necessary fees (Rs.200/-) and two passport size photos at the District Lottery Office can become an agent. This initial registration is valid for a calender year. Afterwards the agent can renew his/her agency, just for a fee of Rs. 50 per year. Casual agency is issued from District Lottery Offices on remitting a fee of Rs.50/-for a particular lottery.
Agencies are allotted from the District Lottery Offices. It is easy to identify the office to which an agent or an agency belongs. Each office is given a specific code. This code is given in front of agency number.

As per GO (P) No. 14/2011/TD dated 28.1.2011, the Director has the power to suspend or cancel an agency if it is found that the agent or seller is acting in contravention of any of the provisions of the Act or the Rules or is indulging in any act or omission in any form which is detrimental to the public interest. The aggrieved person may within 30 days from the date of such decision  prefer an appeal to the Secretary, Taxes Department. Further, no agent shall conduct the sale of tickets through internet or
by any other means without prior written permission of the Director and only sale of physical tickets is permitted.  More over tickets shall be delivered to the sub agent, agent or general public immediately on receipt of the cost of tickets.

Prize Structure
The Department of State Lotteries has been rolling out six weekly lotteries, and  six bumper tickets      until Aug/2010. But in compliance with the judgement of the Hon'ble High Court of Kerala in WP(C) 25632/2010, the Government  have instructed vide GO (MS) No.223/10/TD dated 31.8.2010 to reduce the number of weekly  lotteries to one, retaining the six bumper lotteries per year. Accordingly the department was conducting only one weekly lottery namely Win-Win on every  Wednesday besides the six Bumper Lotteries per year from September 2010 onwards. But vide GO (MS) No. 105/11/TD dated 10.8.2011, the Government have accorded sanction to restore the weekly lotteries temporarily stopped.   The details of weekly lotteries and Bumper Lotteries conducted by the department from September  2011 is shown below.

* At present agency is given from only District Lottery offices. Tickets can be purchased by registered agents by remitting cash, by DD, by exchange of prize winning tickets or by credit on presenting adequate bank guarantee.
Apart from the above, Bumper lotteries namely Vishu, Thiruvonam, Pooja, X’mas New Year, Monsoon and Summer are also held per year.

All the activities relating to  printing and distribution of tickets are under the direct control of the Government. Ticket designing is done by experienced panel artists, under the supervision of the Director. This design, once approved by the Director is sent to the press with necessary print orders. Name of the lottery, number, date of draw, ticket number etc. will be there in the front side of each ticket, while the opposite side contains information on the prize structure and how to claim  prize/ publicity matters of social nature. The department now brings weekly tickets worth Rs.20/, Rs. 40/- and Rs. 50/- and bumper tickets worth Rs.100/-and Rs. 200/-

The number of tickets to be printed and the number of series are decided by the Director. The department has taken all possible steps for secure printing. As an added security feature, random numbering and barcode are adopted in tickets. All the printing works are done in Government Presses. Now tickets are printed at the  Kerala State Centre for Advanced Printing and Training (C-apt), Trivandrum, Kerala Books and Publications Society, Kakkanad, Kochi and the Government Press, Mannanthala, Trivandrum.

Transparency of  lottery draws

The department has taken every possible step to make the draw transparent. There is no common venue for all draws. Venues are decided by the department on the basis of consultation with agents and the public. After deciding on the venue, a panel consisting of the MLA (of that constituency) as Chairman, other public representatives, socio-cultural and political persons etc., is constituted to entrust with the job of draw. Venue for the draw and the details of panel members are published before the date of draw, which ensures maximum public participation. The public is given the chance to participate in the procedure once the first few prizes are determined by judges present.

Modernisation, Office automation  and revamping
The Department of State Lotteries has undergone vast changes during the year from 2007 to 2010.The Government have permitted the Director of State Lotteries to undertake the modernization and revamping of the department vide GO (MS) No. 124/07/TD dated 15.5.2007. Accordingly as part of the decentralization of powers, the Director is empowered with more powers in the matter of launching of new lotteries, revision of prize structures, publicity and propaganda etc. The District Lottery Officers are empowered to honour prize claims up to Rs. 1 lakh, Deputy Director (Prize) up to Rs. 20 lakhs and Director above 20 lakhs.
As part of dispensing with the system of counterfoil, bar coding is adopted in all tickets.
The registered agents are at present utilizing the benefit of purchase of tickets on bank guarantee. The minimum amount of bank guarantee is Rs. 50,000 and maximum Rs. 1 crore.
In order to develop agency networking, agency fees is reduced to Rs. 200, and  agency renewal fees to Rs.50. The fee for casual agency is fixed at Rs.50
The second phase of computerisation has been completed and the functioning of the department is purely through online with the 512 Kbps broadband of BSNL coupled with the Web Based Lottery Information Management System (LIMS) developed by Keltron. This has been made functional from Feb 2008 onwards.
Vide GO (Rt) No. 1244/08/TD dated 26.12.2008, the Government have accorded sanction to  implement hardware augmentation for LIMS. Accordingly, additional hardware were supplied to all offices including the Directorate. To erradicate the continuous degradation of the online system, implementation of  hardware and  software enhancement is underway.
As part of the modernisation and revamping of the department, the Govt have accorded sanction to carry out the modification of the Directorate, Regional Deputy Directorate and District Lottery Offices. Accordingly the modification works of the District Lottery Office was taken up during 2009. The modification works including power wiring and LAN wiring of the Directorate was entrusted with the Public Works Department. The modification works of  the Directorate and sub offices have been completed by the agencies  and the offices are functioning at the modified space with new look and facilities.
Mobile e- Governance 
The Government of Kerala have accorded sanction to the Kerala             State IT Mission  to implement Mobile e- Governance in the Department of State Lotteries vide GO (Rt)No.  38/2011/ITD dated 25.2.2011.  The Hon’ble Chief Minister has  formally inaugurated the Mobile e- Governance projects for various departments. Accordingly the same for Lotteries Department has    been entrusted with M/s Mobme Wireless   Solutions by the Kerala State IT Mission. As envisaged, the project has the potential to help make public information and governance services available “any time, anywhere” to citizens and  officials.   The Kerala State IT Mission has set up necessary     infrastructure        for         the implementation of the project. Accordingly a Revenue Model M- Governance     project has been implemented in this department as a pilot project.
An individual user can access lottery results by sending details of draw number, series and lottery ticket     number    by SMS to number  537252.

Rs. 2/- shall be payable by the subscribers of BSNL and Rs 3/-   by  the  subscribers  of other network service providers for each SMS under the scheme.
As per the facility provided by the IT Mission, the department is also making use of quick SMS and Group SMS to convey short messages, short advertisements, publicity matters etc to both saved and unsaved mobile numbers.
